There is a piece or another element under the Quartz. To break the Quartz, you need to destroy a piece next to it by making a match or using a tool. If there is a bonus or a blocker beneath the Quartz, it can be broken only by a bonus or a tool.
If you destroy a piece under a Quartz cell, it will always fall down.
