An Engineer can renew 10% of resources in case the enterprise has expired. When the enterprise (mine, logging site, quarry, etc.) runs out of resources you can either sell it and build a new one or use an engineer to restore certain amount of resources in the same mine.

You can obtain an engineer by completing contracts and collecting income from enterprises (mines, logging sites, farms, etc.)
