Currently, 180 is the maximum Happiness level for all islands. If you have reached this level and need to construct a new residential building, you should lower the population.

Demolish older, lower-tier residential buildings or place them into your Storage. 

This removes the workers tied to those houses, lowering your active population and giving you the necessary capacity to construct new buildings.
