To build a new residential building, your island must have enough capacity to support the new arrivals. Your current Happiness level must be greater than your current population plus the number of new villagers the building will provide.

For example: If you want to build a Villa that adds 3 workers, your Happiness level must be at least 3 points higher than your current population.
